Blue Man Group-Cops v. Cops in Brazil

In Brazil there are two separate law enforcement groups.  The uniformed police are in charge of maintaining public order and plainclothes investigators to act as civil police.  The investigators have been striking for a month to demand better pay.  In San Paulo at a protest led by the investigators, rioting broke out amongst them and the state troopers because the protestors were attempting to break through a barrier protecting the state government palace.  At least 13 were injured by gunfire, tear gas, and shock bombs.

Is this a wise system of law enforcement?
And
Which group was at fault for the violence?

No that wasn't wise... I thought they are supposed to be enforcing the law, not causing more chaos. I think the investigators we're at fault, because they were going to break through a barrier that protects a goverment palace.. I just don't think they handled it the right way

Two seperate law enforcement agencies seems like a dumb idea. Both groups need to merge together or work together with complete cooperation inorder to be effective. And I think it's the protestors fault for the violence. They should have known breaking through a barrier to a government palace is going to end up in violence.
