France is debating on a bill that will create an Internet surveillance system to prevent online piracy. This is to protect studio and celebrities who suffer from online piracy.
How it's going to work:
1. The monitoring agency will detect Web users who illegally download media and will send them a warning.
2. If the same Web user gets two notices and ignores them, their Web access will be banned for one to 12 months.
3. The user's name will also be posted on a blacklist of pirates while they are banned
There is a report says that about 450,000 illegal downloads occur each day in France.
What are your thoughts on this issue? Do you think this could work in the U.S? Is there anything that could go wrong?

First off how do they know 450,000 downloads are illegal if they don't monitor downloads already? Second people will just start buring files onto disks and just selling them online or offline. Also since the internet is kinda like cable channels over broadcast channels or primary education to secondary education. You don't have to go on it or access it so the limitations on what you can get should be much less.
This should not be applied in the U.S. cause government is always willing to reach over and take a little more of societies pie. This kinda action can lead to censoring of the internet which is already under debate in new zealand. No should not happen period. <<<<

It's not possible to monitor something that's WORLDwide. We've already been over this. It shouldn't matter simply because it won't work. No use in wasting money to try.
I would honestly get so owned if this were to happen. Nothing like pirating music, movies, and software! luckily its France. it would never work in the United States. You can block servers, websites, but any computer savy guy can figure a way around it.

Nope! It's not going to work in France or the United States or anywhere else. I'm sure people can find a way around it. Like, as Chris said, burning stuff on CDs and distributing them or using proxies or whatever.

Proxys make me titter

my thoughts are that it is a law but people break laws all the time it might work and if it does people are still going to pirate things one way or another.
