We should start improving these things because if we wait, they may get even

worse and eventually cost more to repair. If they need improving now, we should start improving them. And hey, it may even help the economy a little because who's going to do all the repairs? People are! So there would more jobs available to people who need them. So, this is a great opportunity to improve our nation's services and the economy at the same time.

Instead of having the government directly hire people and train them to fix these things why not start offering incentives and tax cuts to businesses to take over these kinds of things. Parks once sponsored can be a source of tax deduction as long as they are maintained. Give private schools incentives and target them to the most impoverished areas of the nation. Provide school vouchers that only work at government credited schools. Give intensives for people to start up waste management and recycling facilities. Instead of making these things a burden on the tax payer you can make them into a profit for businesses and society.

Ex: Garbage man might get paid pretty low since government positions at that kind of level pay pretty low but if a successful business is the one employing them maybe with all the tax write offs business will be able to offer higher wages and better benefits to get more people to do this very unsatisfying yet necessary job.

Ex 2: Offer 6 million dollars and tax exemptions for 5 years to the first 7 schools to be built, staffed and credited by the United States in the city of Compton. Then when you offer each family the ability of vouchers to these schools (basically vouchers take the money spent on the child if they were in public school and allow them to be used in private schools.) to help ease any harsh payments they might be making but since the income of the surrounding area is so low it would only be profitable to have low charges for this education. You not only employ workers to build the school but teachers and other faculty member to staff it. Finally you allow for a school to no longer be a burden on the American tax payer and allow for better education in the places that need it most. Also if these schools are private they are a lot less likely to be accused of government policies keeping minorities from succeeding in today's world.

So I say don't spend it at all and let someone turn an honest dollar out of what would seem to be a horrible problem.
